On December 10 the world will celebrate Human Rights Day. Every year, Human Rights Day marks the adoption of the Universal Declaration of Human Rights by the United Nations General Assembly on December 10, 1948. This year the day recognizes the work of human rights defenders worldwide who act to end discrimination.

・高齢者虐待防止法施行４年目に入り、市町村等への相談・通報件数は、養介護施設従事者等（※1）による高齢者虐待が9.5％減少し、養護者（※2）による高齢者虐待が7.9％増加した。 虐待と認められ、市町村等による対応が行われた件数は、養介護施設従事者等によるものが8.6％、養護者によるものが4.9％と増加した。（別表参照） ※1 介護老人福祉施設など養介護施設又は居宅サービス事業など養介護事業の業務に従事する者 ※2 高齢者の世話をしている家族、親族、同居人等 ・養介護施設従事者等による高齢者虐待について、種類・類型は、身体的虐待が69.7％、次いで心理的虐待が34.2％となっており、被虐待高齢者は、女性が75.4％を占め、年齢は80歳代が48.6％であった。 ・養護者による高齢者虐待について、種類・類型は、身体的虐待が63.5％、次いで心理的虐待が38.2％となっており、被虐待高齢者は、女性が77.3％、年齢は80歳代が42.2％であった。 ・市町村における高齢者虐待防止対応のための体制整備等については、高齢者虐待の対応窓口の住民への 周知（平成21年度中）が84.9％の市町村で実施済みであった。

At its 15th session, which ended at the beginning of October, the U.N. Human Rights Council adopted a resolution encouraging governments to eliminate discrimination against people affected by leprosy — and their family members. As the World Health Organization's Goodwill Ambassador for Leprosy Elimination, I have long campaigned for this outcome.

Aetna (NYSE:AET) said its third-quarter net income jumped 53 percent over the same period last year, to $497.6 million. WellPoint (NYSE:WLP) said its profit rose 1.2 percent to $739.1 million. Health Net (NYSE:HNT) posted a net income of $62.7 million, compared with a loss of $66 million a year earlier. "The most effective cost management for insurers is to decline services," said Ron Pollock, president of the advocacy group Families USA. "And when there's a dispute, it's often very difficult to get a satisfactory result from an insurance company." It's a good time to be a health insurer. For patients, clearly, not so much.

住民ボランテイア用の見守りチェックシート(案)は見守り必要者の早期把握と住民の見守り範囲･基準の明確化に役立っていた。 又都市、農村共に家族の絆は薄れており、限界集落等の見守り組織メンバーの高齢化はITC導入のきっかけになっていた。 6市9区町村での見守り組織育成研修プログラム実施は有効であった。昨年の調査結果同様､見守り専従者の配置は見守り組織メンバーの不安と責任軽減に繋がっていた。
MDS は、ドイツの介護保険制度の給付審査を行う機関です。
もともとは、医療給付の審査も行っている。 ドイツのエッセンに本部があります。 そのMDSのサイト、2010.10.22付けで、ヨーロッパ5カ国での高齢者虐待防止プロジェクトの記事がありました。 MDS Neues Internetportal zur Gewaltprävention bei pflegebedürftigen Menschen Essen, 22. Das Projekt “Monitoring in Long-Term-Care – Pilot Project on Elder Abuse“ (MILCEA) identifiziert Mechanismen, mit deren Hilfe Gewalt gegen Pflegebedürftige erfasst werden kann. Das Portal www.milcea.eu informiert über Kooperationspartner, Ziele und Inhalte des Projekts. その組織名は、英語で“Monitoring in Long-Term-Care – Pilot Project on Elder Abuse“ (MILCEA) という。直訳すれば、「長期ケアにおける高齢者虐待監視プロジェクト」といったところか。 →末尾に、このためのサイトが紹介されており、ドイツ語のほかに英語版サイトがあるので、英語版をリンクします。 Mit zunehmender Abhängigkeit von der Pflege und Zuwendung anderer steigt für viele betagte und hochbetagte Menschen das Risiko, Opfer von Gewalt (elder abuse) zu werden. Dies gilt besonders, wenn Pflegebedürftigkeit eingetreten ist – und zwar sowohl in familiären wie in außerfamiliären Settings. Unumstritten ist deshalb die Notwendigkeit der Prävention. Jedoch gibt es in den Mitgliedstaaten der Europäischen Union keine Mechanismen, mit deren Hilfe Gewalt gegen ältere erkannt und erfasst werden kann. Projektnehmer und –koordinator ist der Medizinische Dienst des GKV-Spitzenverbandes (MDS) in Essen. Beteiligt sind die Niederlande, Luxemburg, Österreich und Spanien. By signing the Millennium Declaration at the United Nations Millennium summit in September 2000, the United States and 188 other countries pledged to support the MDGs to their full capacity.

The Human Rights Act makes it unlawful for any public body to act in a way, which is incompatible with the convention. Public authorities such as the NHS and local authorities have a duty to respect and protect basic human rights. These rights include: Article 2. The right to life Article 3. Prohibition of inhuman or degrading treatment. Inhuman and degrading treatment or care can result from inadequate care and neglect rather than a deliberate intent to do harm. This is an absolute right. Article 5. Right to liberty and security. Article 8. Right to respect for private and family life. Article 9. Freedom of thought, conscience and religion. Article 14.
