マルクスの予言は、不幸なことに21世紀になっても正しいことが証明された。これは今回の金融危機で注目されたミンスキーの理論とよく似ているが、マルクスはそれを単なる予想形成の問題ではなく、人々が人的非依存性のもとで分業する近代社会の本質的な矛盾だと考えていた。

伝統的社会では人的依存性によって互いをよく知っていた人々が都会に出てくると、彼らを結びつけるのは商品と貨幣によるく物的依存性だけになる。人々は互いに不可知のモナドになるが、かろうじて貨幣という神への信仰でつながっている。しかし神も王も貨幣もトートロジーなので、人々が取り付けに走ると、すべての銀行は破綻する。

スミスが明るくうたい上げた分業や市民社会の影の面を、マルクスはきわめて深いレベルで見ていた。貨幣は私的な分業によって分裂した近代社会の抱える根源的な不安を覆い隠す「イチジクの葉」であり、金融工学がいくら高度に発達してもそれを克服することはできない。だからバブルも金融危機も、また起こるだろう。それは資本主義の不治の病なのだ。

国際労働機関(ILO)は12月15日、「世界賃金報告2010/2011-危機時の賃金政策」と題する報告書を発表した。それによると、経済危機の影響で、2007年に2.8%だった世界の平均賃金月額の伸びは、2008年に1.5%、2009年に1.6%へと半減したことが明らかになった。調査は115カ国・地域を対象に行われ、報告書は当該賃金労働者の94%にあたる約14億人のデータを網羅的に分析している。

Tax revenues fell in cash terms during 2009 in most OECD countries, driven downward by declining economic activity and tax cuts aimed at cushioning the effects of the recession that followed the financial crisis.

Tax revenues as a share of GDP - the tax burden - are also trending downward across OECD countries to the lowest level since the early 1990s. In 2007 the tax burden was 35.4 per cent, then dropped to 34.8 per cent in 2008, and fell again in 2009 to an estimated 33.7 per cent.

Demokratische Wohlfahrtsstaaten verstärken diesen Destruktionsmechanismus. Der Sozialstaat zaubert sich sein Leistungsversprechen aus Schulden zusammen. Der Entzug auch nur einer Gattung von Sozialleistungen (Renten, Gesundheitsleistungen) kostet die regierenden Parteien einen erheblichen Verlust von Wählerstimmen, den sie sich nicht leisten können. Finanzpolitisch gesehen sind Wohlfahrtsstaaten viel gefährlicher als Krieges und zwar aus dem schlichten Grund, dass Kriege immer einmal enden. Dann kann ein Schnitt gemacht werden. Im Sozialstaat dagegen verfällt jede Ausgabenkürzung dem Verdikt der sozialen Kälte, also der politischen Ungerechtigkeit, und steht unter der Strafandrohung des Stimmenentzugs.

The global economy is recovering but youth unemployment is getting worse, according to a new OECD report.

Off to a Good Start? Jobs for Youth says that young people are more than twice as likely to be unemployed as the average worker. Yet few governments are taking proactive steps to boost youth employment.

Youth unemployment rates in the OECD area are expected to remain at around 18% in 2011 and 17% in 2012. This is more than double the total unemployment rate, which stood at 8.6% in October 2010.

Many governments are facing historic high levels of deficit and debt. Public spending has risen and they are taking in less money as tax revenues fall - more than 10% in some countries.

Governments are attempting to consolidate their budgets, looking for the appropriate balance between

expenditure cuts and revenue increases. OECD’s “Tax Policy Reform and Fiscal Consolidation” says that for tax regimes to support sustainable economic growth governments must decide the right way to raise additional tax revenues.

Taxes can be a disincentive to work, invest and innovate, with adverse effects on economic growth and welfare.
